29 CFR 1926.451(g)(1)(v):Each employee on a walkway located within a scaffold shall be protected by a guardrail system (with minimum 200 pound top rail capacity) installed within 9 1/2 inches (24.1 cm) of and along at least one side of the walkway. On or about 06/28/2022, at a residential construction jobsite located at 13700 Clayton Road, Town and Country, MO., employees were exposed to a fall hazard. The CSHO observed two employees on a walkway located within an unprotected scaffold with no guardrail system installed. Two employees were observed using the walkway to gain access from the roof of the residential building, and were working approximately 24 feet above ground.

29 CFR 1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure under another provision of paragraph 1926.501(b): On or about 06/28/2022, at the residential construction jobsite located at 13700 Clayton Road, Town and Country, MO., employees were exposed to a fall hazard. The CSHO observed two employees standing on a homemade wooden chicken ladder positioned on top of plastic directly over the shingles. The employees were observed actively installing masonry material, while working from a 16/12 pitched roof approximately 24 feet above the ground.
