1926.21(b)(2)  The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: 29 CFR  1926.850(a):An engineering survey was not performed by a competent person to determine the conditions of the framing floors and walls and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations.  a. Building 4 of the Days Inn State College Demolition - On or about July 7, 2022, the employer did not conduct an engineering survey prior to the start of demolition work by subcontractors. The employer did not have the as built drawings for the building and  did not know the extent or the condition of the structural integrity of the building before work started, exposing employees to caught in, struck by and fall hazards.  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
