29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step: a) 269 Tea Party Trail, Dover, DE 19901: On or about July 15, 2022, the employer failed to provide a ladder high enough for the subcontractor's employees to appropriately access the upper levels of the structure while framing the second level of a newly built multi-unit home. The 6 foot step ladder in place for an employee to step onto the top step of the ladder to gain access to the flooring area that was being put into place at the site.
