29 CFR 1926.1053(b)(1):Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: a) At 35 Clapper Rail Rd., Richmond Hill, GA 31324; On or about July 18, 2022, the employer allowed his employees to use an extension ladder to gain access to the second floor of the house and the rails of the ladder did not extend at least three feet above the second floor landing to provide safe access exposing his employees to a fall hazard of 11.1-feet to the ground below.
