29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  a. Located at 7381 McQueen Dr. N.W., Pickerington, Ohio: On or about July 20, 2022, the employer failed to train and instruct employees on the recognition of hazards associated with residential framing activities, such as fall hazards.   Manuel Cruz  was previously cited for a Serious violation of this Occupational Safety and Health Standard which was contained in OSHA inspection number 1379455, citation number 1, item number 1, and was affirmed as a final order on April 4, 2019, with respect to a workplace located at Building 12 Leesland Drive, Westerville, Ohio, 43081.

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.  a. Located at 7381 McQueen Dr. N.W., Pickerington, Ohio: On or about July 20, 2022, employees were framing near the edge of the second story without fall protection, thereby exposing employees to a fall hazard from nineteen feet.  Manuel Cruz  was previously cited for a Serious violation of this Occupational Safety and Health Standard which was contained in OSHA inspection number 1379455, citation number 1, item number 2, and was affirmed as a final order on April 4, 2019, with respect to a workplace located at Building 12 Leesland Drive, Westerville, Ohio, 43081.
