29 CFR  1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder:  a) 8899 W. Range Dr. - On or about August 8, 2022, employees utilized an eight (8) feet fiberglass step ladder manufactured by Werner to access the top plate of frame members at a height of 9 feet.  The ladder was not secured at its top to ensure it did not deflect and no grasping devices were available to assist employees when mounting the surface of the top plate, exposing employees to fall hazards greater than nine (9) feet to the ground level below.

29 CFR  1926.1053(b)(4):Ladder(s) were used for purposes other than the purpose for which they were designed:  (a) A Werner 8 foot self-supporting A-frame ladder was used in the closed position, leaning against the building, to access the upper level during framing activities.  A-frame ladders are designed to be used in the open position with spreaders locked.  NOTE: Certification of corrective action (abatement) is required for this item.
