29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers:  a) Jobsite located at 1164 South 18th Street, Philadelphia, PA.: The employer did not initiate a program to conduct frequent and regular inspections of the jobsite, to identify hazards and/or stop the work in the event workers were placed in a hazardous condition. Employees performing framing and other related work activities were exposed to fall hazards.  Observed on or about September 8, 2022.

29 CFR 1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) Jobsite located at 1164 South 18th Street, Philadelphia, PA., 4th floor: The employer did not ensure that employees conducting framing operations from the 4th floor of the residential building, approximately 24 feet from the ground level, were protected from fall hazards by the use of a fall protection system.  b) Jobsite located at 1164 South 18th Street, Philadelphia, PA., 2nd floor: The employer did not ensure that employees conducting framing operations from the 2nd floor of the residential building, approximately 8-10 feet from the ground level, were protected from fall hazards by the use of a fall protection system.   Condition was observed on or about September 8, 2022.

29 CFR  1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) Jobsite located at 1164 South 18th Street, Philadelphia, PA.: The employer did not provide a training program for each employee conducting residential framing activities in the recognition and avoidance of fall hazards. Employees were working along the unprotected sides and edges of the building and exposed to falls between approximately 8-24 feet.  Condition was observed on or about September 3, 2022.
