Crossbraces were used as a means of access:   a) At the site on September 15, 2022, where the employer did not ensure employees working from a three tiered scaffold greater than ten feet in height used a ladder or other means to access the platform on the east side of the building.  Employees climbed up the side of the scaffold to access the platform.
