29 CFR  1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.  a) At the jobsite located at 845 N Country Club Drive Crystal River, FL 34429 , on or about 9/15/22, the employer exposed employees to fall hazards in that fall protection was not utilized while conducting roof steel panel installation operations at approximately 15 feet.

29 CFR  1926.503(a)(1):The employer did not provide a training program for each employee who might be exposed to fall hazards. The program was not available or enforced to enable each employee to recognize the hazards of falling and did not train each employee in the procedures to be followed in order to minimize these hazards:  a) At the jobsite located at 845 N Country Club Drive Crystal River, FL 34429 , on or about 9/15/22, the employer exposed employees to fall hazards in that a fall protection training program was not provided or enforced for employees to recognize the hazards of falling  while roofing operations were being conducted on a residential home approximately 15 feet in height.

29 CFR  1926.1053(b)(1):When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access:  a)At the jobsite located at 845 N Country Club Drive Crystal River, FL 34429 , on or about 9/15/22, the employer exposed employees to fall hazards in that an extension ladder was not extended 3 feet past the working surface while employees conducted roof steel panel installation operations at approximately 15 feet.
