29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift: (a)Franzen Fencing, Inc. at the billboard site located at Bakker Landing Avenue, Tea, SD 57064: On or about and at times prior to September 20, 2022, the exposing employer did not ensure that employees working from the elevated platform of the Elliott G85 lift were protected from falls. This condition exposed employees to fall hazards greater than 15 feet.

29 CFR 1926.454(a):The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards: (a) Franzen Fencing, Inc. at the billboard site located at Bakker Landing Avenue, Tea, SD 57064: On or about and at times prior to September 20, 2022, the exposing employer did not ensure that employees working from the elevated platform of the Elliott G85 lift were trained on the use of the lift prior to its use. This condition exposed the employees to hazards associated with improper use of the lift.
