1926.503(c)(3)  The employer did not retrain affected employees  who already had been trained but demonstrated inadequate  understanding and skill required by paragraph (a) of this section:  a) 803 Oak Blvd Ephrata Senior High School Roof- Employees performed roofing work installing gutters at the back of the roof approximately 16 feet above the grade without fall protection, on or about, October 6, 2022.   b) 803 Oak Blvd Ephrata Senior High School Roof- Employees  performed roofing work installing steel girders and sealing them to the  dormer at the front of the school approximately 24 feet above the grade without fall protection, on or about, October 6, 2022.   Detwiler Roofing LLC. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.501(b)(10), which was contained in OSHA inspection number 1596438, citation number 1, item number 1 and was affirmed as a final order on September 8, 2022, with respect to a workplace located at 411 North Walnut Street Mechanicsburg, PA 17055.  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
