29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them. a) Community Center, Hype Avenue, Auburn Square, Brenford Road , Smyrna, DE 19977: On or about 10/21/2023, employees worked to frame a structure at heights in excess of 10 feet without any means of fall protection and where a program of frequent and regular inspection made by a competent person had not been implemented resulting in the observed fall hazards.
