CSHO observed Mr. Duarte, Foreman/Owner and competent person, expose himself to the same hazard without regard for his safety or that of his employees. Mr. Duarte stated he was aware of the hazards, did not initiate frequent and regular inspections of working conditions, and made no effort to abate it.
