29 CFR 1926.451(f)(15): Ladders were used on scaffolds to increase the working level height of employees: without satisfying the criteria of subparagraphs (i) - (iv) of this paragraph. Note: This paragraph does not apply to large area scaffolds where the employer has satisfied the following criteria: the ladder was placed against a structure which was not a part of the scaffold and the scaffold was secured against the sideways thrust exerted by the ladder: a. On the mezzanine of the hospital laundry building at UF Health, Jacksonville, Florida: On or about October 27, 2022, the employer exposed employees to a fall hazard when a portable ladder had been used on a mobile rolling scaffold to increase the working height of employees that sanded, scraped and cleaned the I-beams overhead.
