29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  On or about October 31, 2022, and at times prior thereto Sekant Development, as the controlling employer, did not ensure that the employees of Primoris, subcontractor, were safe from health and safety hazards by conducting effective regular and frequent safety inspections of the job site by a competent person, and ensuring hazards were identified and mitigated such as, but not limited to, struck-by and fall hazards.
