On or about November 15, 2022, employees engaged in construction operations were exposed to fall hazards in excess of 6-feet due to in adequacies in fall protection training.  3) Citation 2 Item :1 On or about November 15, 2022, employees performing plastering work were observed working on a scaffold platform that was not fully planked.  This condition exposed employees to fall hazards greater than 6 feet from lower levels. Victor Olvera was previously cited for a violation of this occupational safety and health standard 29 CFR  1926.451(b)(1), which was contained in OSHA inspection number 1516436, citation number 1 item number 1 and was affirmed as a final order on May 24, 2021, with respect to a workplace located at Solarie Apartments Unit 440 Marbella St. El Paso, TX 79912.  4) Citation 2 Item 2: On or about November 15, 2022, employees performing plastering work were observed working on a scaffold platform that was not supported on base plates or mud sills that were adequate and firm to use as foundation.  This condition exposed employees to fall hazards greater than 6 feet from lower levels. Victor Olvera was previously cited for a violation of this occupational safety and health standard 29 CFR  1926.451(c)(2), which was contained in OSHA inspection number 1516436, citation number 1 item number 1 and was affirmed as a final order on May 24, 2021, with respect to a workplace located at Solarie Apartments Unit 440 Marbella St. El Paso, TX 79912.  5) Citation 2 Item 3: On or about November 15, 2022, employees performing plastering work were observed working on a scaffold platform that was not braced as to prevent swaying.  This condition exposed employees to fall hazards greater than 6 feet from lower levels. This condition exposed employees to struck-by hazards.
