29 CFR  1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  a) 835 South Bay Road, Dover, DE 19901 - American Legion Walter L. Fox Post 2, Dover, DE 19901:  On or about November 22, 2022, employees were working on steep pitched roof without the use of any fall protection.  Employees were exposed to falls while working from a height of over 16 feet to the asphalt paved parking lot.  Some employees were not secured or tied-off with lanyards and anchors attachments.

29 CFR  1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) 835 South Bay Road, Dover, DE 19901 - American Legion Walter L. Fox Post 2, Dover, DE 19901: On or about November 22, 2022, employees observed working at a height of 15 feet while conducting roof replacement on a commercial construction site without any means of fall protection, and it was confirmed with the employees and the company that they had not received appropriate training on recognizing and avoiding the hazards of the site including but not limited to fall hazards.
