On or about 11/29/2002, Sandy Ridge Cotton Company had not identified or developed procedural steps for preventing employees from walking on the feeder bed conveyor rollers with slippery cotton spillage, while retrieving fallen or stuck plastic during removal from the cotton modules.

29 CFR 1910.22(c): The employer did not provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces: On or about 11/29/2002, Sandy Ridge Cotton Company had not identified or developed procedural steps for preventing employees from accessing the feeder bed conveyor rollers by crawling between the top and mid guard rails located on the feeder assistant South side working platform and then jumping down onto the feeder bed.

Standards in this part requiring training on hazards and related matters, such as standards requiring that employees receive training or that the employer train employees, provide training to employees, or institute or implement a training program, impose a separate compliance duty with respect to each employee covered by the requirement.
