29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. At the residential construction site located at 408 Eagles Ridge, Blue Springs, Missouri: Employees were exposed to fall hazards when accessing and egressing the roof of a residential structure. The ladders being used for access and egress did not extend three feet above the upper landing surface. 1. The portable extension ladder being used on the east side of the structure to access the roof of the first structure did not extend three feet above the landing surface. 2. The portable 6-foot A-frame ladder used on the northeast corner to access the second level of the structure did not extend three feet above the landing surface.
