The crane components and configuration were not in accordance with manufacturer specifications.  Capacity and safe operation of the equipment was affected.       a. The SuperLift counterweight frame was not connected to the SuperLift support rods with manufacturer specified rods.       b. The SuperLift counterweight frame was not connected to the crane superstructure with manufacturer specified connecting ropes.
