29 CFR  1910.134(f)(2): Employee(s) using tight-fitting facepiece respirators were not fit tested prior to initial use of the respirator:  a) Spring City Electrical Manufacturing Company located at 1 South Main Street, Spring City, PA 19475: The employer did not perform fit testing before the employee was required to wear a respirator such as but not limited to 3M 8219V particulate respirator N95 or Honeywell North SAF-T-FIT PLUS N95 respirator while performing plasma burning activities.  Condition noted on or about May 16, 2023

29 CFR 1910.1053(c): The employer did not ensure that no employee was exposed to an airborne concentration of respirable crystalline silica in excess of 50 mcg/m3 calculated as a time-weighted average.  a) Spring City Electrical Manufacturing Company located at 1 South Main Street, Spring City, PA 19475 - Grinding Area: The employer did not ensure that employees were not exposed to an airborne concentrations of respirable crystalline silica in excess of 50 micrograms per cubic meter (�g/m3) calculated as a time-weighted average (TWA). Employees were exposed to respirable crystalline silica at an 8-hour TWA of 72.26, 56.99, and 54.82�g/m3 during occupational exposures of 385, 384 and 362 minutes,  respectively . Employees were utilizing sandblasters, torches and grinders to remove sand and metals from light poles and were 1.45, 1.14 and 1.09 respectively above the OSHA Permissible Exposure Limit (PEL) of 50 �g/m3.    Violation noted on May 16, 2023

29 CFR  1910.1053(f)(1): The employer did not use engineering and work practice controls to reduce and maintain employee exposure to respirable crystalline silica to or below the PEL, unless the employer can demonstrate that such controls are not feasible:  a) Spring City Electrical Manufacturing Company located at 1 South Main Street, Spring City, PA 19475: The employer did not implement feasible engineering or work practice controls to reduce the employee exposure to below the Permissible Exposure Limit (PEL) of  50 micrograms per cubic meter (�g/m3). Employees were exposed to respirable crystalline silica at an 8-hour TWA of 72.26, 56.99, and 54.82 �g/m3 during occupational exposures of 385, 384 and 362 minutes, respectively. 29 CFR  1910.1053(h)(1): The employer did not prevent dry sweeping or dry brushing where such activity could contribute to employee exposure to respirable crystalline silica and wet sweeping, HEPA-filtered vacuuming or other methods that minimize the likelihood of exposure were feasible:  a) Spring City Electrical Manufacturing Company located at 1 South Main Street, Spring City, PA 19475: On or about May 16, 2023, the employer did not prevent dry sweeping of the production floor. Silica dust was generated and accumulated on the floor from the process of grinding the metal pole.
