29 CFR  1910.159(c)(10): The minimum vertical clearance of 18 inches between automatic sprinkler systems sprinklers and the material below was not maintained:  (a) Family Dollar located at 5648 Lancaster Avenue Philadelphia, PA - On or about December 29, 2022 the employer did not ensure adequate vertical clearance between sprinkler head and material on store shelves when packages of toilet paper were stocked approximately 4 vertical inches from a sprinkler head, exposing employees to fire hazards.

29 CFR  1910.101(b):  The handling, storage, and utilization of all compressed gases in cylinders, shall be in accordance with Compressed Gas Association Pamphlet (CGA) P-1-1965, which is incorporated by reference as specified in Sec. 1910.6. Section 3.3.1 of the CGA Pamphlet P-1-1965 refers to storing cylinders in accordance with CGA and NFPA standards. The CGA Pamphlet P-1-1991 Section 3.7.4.1 states that "All compressed gas cylinders in service or in storage shall be secured to prevent from falling."   Family Dollar located at 5648 Lancaster Avenue Philadelphia, PA - On or about December 29, 2022, the employer did not ensure effective measures to secure cylinders of compressed gas which were not immobilized by chains or other means to prevent them from being knocked over, thereby exposing employees to struck-by hazards.  a) Two (2) approximately 200 cubic feet of helium cylinder located behind front register counter. b) Two (2) approximately 200 cubic feet of helium cylinder located at the front merchandise aisle.  Family Dollar Stores Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.101(b), which was contained in OSHA inspection number 1581314, citation number 1, item number 2, and was affirmed as a final order on 8/1/2022, with respect to a workplace located at 2323 FM 1960 West, Houston, TX 77068.  Family Dollar Stores Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.101(b), which was contained in OSHA inspection number 1480377, citation number 3, item number 1, and was affirmed as a final order on 5/24/2021, with respect to a workplace located at 181 Straight St, Paterson, NJ 07501.  Family Dollar Stores Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.101(b), which was contained in OSHA inspection number 1480368, citation number 3, item number 1, and was affirmed as a final order on 5/17/2021 with respect to a workplace located at 550 Getty Ave Clifton, NJ 07011.
