29 CFR 1926.1053(b)(1):When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access. a) Jobsite: 414 Roosevelt Blvd, PHILADELPHIA, PA 19120 - On or about January 5, 2023, the employer did not ensure that employees conducting roofing activities on the lower roof of a two story residential building, up to approximately 20 feet above the ground level, were provided with safe access by extending the aluminum extension ladder at least 3 feet above the upper landing surface of the lower roof. b) Jobsite: 414 Roosevelt Blvd, PHILADELPHIA, PA 19120 - On or about January 5, 2023, the employer did not ensure that employees conducting roofing activities on the main roof of a two story residential building, up to approximately 10 feet above the lower level roof, were provided with safe access by extending the aluminum extension ladder at least 3 feet above the upper landing surface of the main roof.
