29 CFR 1926.501(b)(1):"Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a) On January 10, 2023, located on a low slope commercial roof, the employer did not ensure that an employee was protected from falling while standing by the edge of a commercial roof giving hand signals to a crane operator to lift an air handler unit to the rooftop. Fall height measured to be approximately 20 feet from the ground to the roof eave.

29 CFR 1926.20(b)(2):Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. a) On January 10, 2023, the employer did not ensure that a frequent and regular inspection program of the job site and equipment was being performed by a competent person, and as a result, no fall protection systems and/or devices were installed and utilized exposing an employee to a fall hazard while performing hand signaling at the edge of a commercial roof. Fall height measured to be approximately 20 feet from the ground to the roof eave.
