29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels and 50-feet (15.25 m) wide or less, was not protected from falling by guardrail systems, safety nets.  a) On or about January 10, 2023, at the previously addressed inspection site, employees engaged in roofing activities including cleaning and clearing trash from the roof at heights greater than 6 feet or more above lower levels were not protected from falls.  Beck Roofing, Inc. dba L.J. Beck Roofing & Guttering, Inc.  was previously cited for a violation of this Occupational Safety and Health Standard or a substantially similar Occupational Safety and Health Standard, 1926.501(b)(11), which was contained in OSHA inspection number 1390067, citation number 2, item number 1 and was affirmed as a final order on 8-6-2019, with respect to a workplace located at Texas Roadhouse, 3830 NYS Route 31, Liverpool, NY, 13090.

29 CFR  1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards.  a) On or about January 10, 2023, at the previously addressed inspection site, employees engaged in roofing activities including cleaning and clearing trash from the roof at heights greater than 6 feet or more above lower levels were not protected from falls and were not provided a training program to enable each employee to recognize the hazards of falling and procedures to follow to minimize fall hazards and hazards associated with falls.  Beck Roofing, Inc. dba L.J. 29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access.  a) On or about January 10, 2023, at the previously addressed inspection site, employees engaged in roofing activities including cleaning and clearing trash from the roof at heights greater than 6 feet accessed the roof by using a portable ladder that did not extend at least 3 feet above the roof landing surface exposing employees to falls.  Beck Roofing, Inc. dba L.J. Beck Roofing & Guttering, Inc.  was previously cited for a violation of this Occupational Safety and Health Standard or a substantially similar Occupational Safety and Health Standard, 1926.1053(b)(1), which was contained in OSHA inspection number 1390067, citation number 2, item number 2 and was affirmed as a final order on 8-6-2019, with respect to a workplace located at Texas Roadhouse, 3830 NYS Route 31, Liverpool, NY, 13090.
