29 CFR  1926.1053(b)(1):Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access.  On or about January 11, 2023, employees reinstalling shingles on the roof of a multi-story residential building during reroofing and did not have the ladder used for accessing the roof at least 3 feet above the landing surface.
