29 CFR 1926.451(e)(1):When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. a) At Park 220 At The River District, 475 Baldwin Street, Building C, Athens, GA 30605; On or about January, 20, 2023, and at times prior, employees performing masonry work on a five buck high frame supported scaffold were exposed to fall hazards when using crossbraces as a means of access at heights about 14 feet above a lower level. The employer failed to ensure employees used a ladder as a means of access. b) At Park 220 At The River District, 475 Baldwin Street, Building C, Athens, GA 30605; On or about January, 20, 2023, and at times prior, employees performing masonry work on a five buck high frame supported scaffold were exposed to fall hazards when using crossbraces as a means of access at heights about 21 feet above a lower level. The employer failed to ensure employees used a ladder as a means of access.
