29 CFR 1910.147(c)(4)(i):Procedures shall be developed, documented and utilized for the control of potentially hazardous energy when employees are engaged in the activities covered by this section. On or about January 3, 2023, the employer did not ensure manufacturing associates utilized documented and developed energy control procedures to control the hazardous electrical and pneumatic energy of the tumbler sorting area conveyors while clearing jammed rock chips from between the inclined tumbler conveyor and the horizontal roller conveyor. Unilock Ohio, Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.147(c)(4)(i) which was contained in OSHA inspection number 1571414, citation number 1, item number 1, and was affirmed as a final order on June 29, 2022, with respect to a workplace located at 12560 Sheets Road, Rittman, Ohio.

29 CFR 1910.147(d):Application of control. The established procedures for the application of energy control (the lockout or tagout procedures) shall cover the following elements and actions and shall be done in the following sequence: On or about January 3, 2023, the employer did not ensure manufacturing associates performing service and maintenance activities by unjamming rocks chips from between the inclined tumbler conveyor and the horizontal roller conveyor in the tumbler sorting area applied and followed the established energy control procedures by; turning off or shutting down the conveyors [per 1910.147(d)(2)], isolating the conveyors from the electric and pneumatic energy sources [(d)(3)], affixing lockout device(s) to the energy isolation devices [(d)(4)(i)], and verifying de-energization and isolation had been accomplished [(d)(6)], prior to unjamming the rock chips form the conveyors. Unilock Ohio, Inc., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.147(c)(4)(i) which was contained in OSHA Inspection Number 1571414, citation number 1, item number 1, and was affirmed as a final order on June 29, 2022, with respect to a workplace located at 12560 Sheets Road, Rittman, Ohio.
