29 CFR  1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy.  On or about January 27, 2023, heavy equipment energy control procedures did not specifically outline the isolation of the hazardous energy. Employees were exposed to a struck by, caught in and amputation hazards.  a) Airfield snow removal double engine blower- the lockout/tagout procedures states "Verify that no additional measures need to be taken." The procedures do not indicate if this specific piece of equipment has any additional potentially hazardous energy either stored or residual that needs to be rendered safe prior to maintenance or servicing.   b) Airfield snow removal single engine blower- the lockout/tagout procedures states "Verify that no additional measures need to be taken." The procedures do not indicate if this specific piece of equipment has any additional potentially hazardous energy either stored or residual that needs to be rendered safe prior to maintenance or servicing.   c) Airfield rollover plow- the lockout/tagout procedures states "Verify that no additional measures need to be taken." The procedures do not indicate if this specific piece of equipment has any additional potentially hazardous energy either stored or residual that needs to be rendered safe prior to maintenance or servicing.   d) Caterpillar 120M2 AWD road grader- the lockout/tagout procedures states "Verify that no additional measures need to be taken." On or about January 27, 2023, heavy equipment energy control procedures did not specifically outline the placement of lockout device for the control of hazardous energy.
