29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person: (a)Greenfield Builders, Inc. at 5300 South Marion Road, Sioux Falls, SD 57108: On or about and at times prior to January 26, 2023, the employer did not ensure an accident prevention program was developed and implemented for the work environment to include regular inspections of the jobsite, materials, and equipment; conducted by a competent person. Subcontracted employees were conducting framing operations on a residential property with the use of fall protection systems in place but were not tied/anchored off while working within the trusses. This condition exposed employees to falls greater than six feet. Greenfield Builders Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 1438709, citation number 1, item number 1b, and was affirmed as a final order on March 6, 2020, with respect to a workplace located at 3813 Technology Circle, Sioux Falls, SD 57106.
