29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided. a) Jobsite located at 625 South 17th Street, Philadelphia, PA.: KJ Real Estate Holdings, LLC. did not provide a stairway or ladder at all employee points of access where the break of elevation was 19 inches or more. Employees conducting window installation activities inside a 3 story residential construction building accessed the building through a wall opening from the top of a 30 inch tall stairway, where the break in elevation from the top of the stairway to the bottom of the wall opening measured approximately 22.5 inches in height, thus exposing employees using the access point to slip and fall hazards of approximately 52.5 inches, the distance from the bottom of the wall opening to the ground level. Condition was observed on or about February 10, 2023.

The stairway had three risers ranging in heights from 5.5 inches to 14.5 inches. Condition was observed on or about February 10, 2023.
