29 CFR 1910.36(d)(1): Employees were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: (a) On or about February 14, 2023, and times prior, at or near the location of 1475 North 73rd Street in Grand Forks, ND, two doors were kept closed with ratchet straps restricting their use as an exit in the event of an emergency. The west exit door on the loading floor had a ratchet strap keep the door locked. The middle exit door on the south side of the loading floor had a ratchet strap keep the door locked.

29 CFR 1910.37(a)(3): Materials or equipment were placed, either permanently or temporarily, within the exit route: (a) On or about February 14, 2023, and times prior, at or near the location of 1475 North 73rd Street in Grand Forks, ND, two doors were kept closed with ratchet straps restricting their use as an exit in the event of an emergency. The exit door on the west loading dock had vegetation growing in front of it creating an obstruct. The exit door on the north side had cleaning materials stored in front of it and snow blocking it from the outside.
