29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Cross Braces were used as a means of access: On February 15, 2023, at the southwest corner of the new construction site, employees accessed and ascended the scaffold to conduct masonry work without a ladder or other safe means for access. The OCJ Masonry Enterprises Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1544732, citation number 1, item number 2 and was affirmed as a final order on September 8, 2021, with respect to a workplace located at 4300 Broadway, North Little Rock, AR. The OCJ Masonry Enterprises Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1568685, citation number 2, item number 1 and was affirmed as a final order on April 20, 2022, with respect to a workplace located at 975 South Amity Rd, Conway, AR 72032.
