29 CFR 1910.147(c)(4)(ii)(D):The energy control procedures did not clearly and specifically outline the requirements for testing a machine or equipment to determine and verify the effectiveness of lockout devices, tagout devices, and other energy control: On or about February 21, 2023, and times prior to, the employer did not test and ensure the power distribution for the whole substation was turned off prior to worker exposure. As a result, an employee was injured by an arc flash at electrical Substation GG in Building 8 -North Composite Shop at Corpus Christi Army Depot.
