29 CFR 1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. On or about February 23, 2023, and at times prior thereto, the employer did not provide frequent and regular inspections of the jobsite while workers were installing exterior siding working from man-made scaffolds at heights above 10 feet without fall protection, exposing employees to fall hazards.

29 CFR 1926.25(a):During the course of construction, alteration, or repairs, form or scrap lumber with protruding nails was not kept clear from work areas. On or about February 23, 2023, workers were conducting exterior siding installation while copious amounts of wood scraps with protruding nails were lining the work surface, exposing workers to trip and puncture hazards.
