29 CFR 1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a) Northwest inner outer corner of Building #703: Employees are leaving the ladder entry point and then climbing to the top-most crest of the upper roof, did not tie off their harness to the roof until about the half-way point. They were exposed to falls from 9-feet, 9-inches to 14-feet, 2-inches. ABATEMENT CERTIFICATION IS REQUIRED

29 CFR 1926.1051(a):Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: a) Northwest outer corner of Building #703: There was no ladder, ramp or other means provided to allow employees to gain access to an upper roof located over 4 feet from the lower roof. Employees instead were observed climbing under and over metal trusses to gain access exposing employees to falls of up to 9-feet, 9-inches to the ground below. ABATEMENT CERTIFICATION IS REQUIRED
