29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:  (a)Veldhouse Construction, Inc. at 5120 South Rolling Green Avenue, Sioux Falls, SD 57108: On or about and at times prior to March 2, 2023, the controlling employer did not initiate or maintain programs which provided for frequent and regular inspections of the job site, materials, and equipment made by a competent person. Subcontracted employees were conducting framing operations on a residential property and exposed to various hazards to include, lack of fall protection, improper ladder usage, uncertified forklift operations, and lack of training.  This condition exposed employees and subcontracted employees to falls, struck-by, and training hazards.  Abatement Note: OSHA defines a "competent" person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
