The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. On or about March 15, 2023, at N6044 Witte Court in Sheboygan Falls, Wisconsin, the employer the employer did not provide required fall protection safety training for employees exposed to fall hazards greater than six feet while framing a one-story home.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a) On or about March 15, 2023, at N6044 Witte Court in Sheboygan Falls, Wisconsin, employees were exposed to a fall hazard while installing exterior walls at unprotected floor edges 11 feet above surface level without using fall protection equipment. b) On or about March 15, 2023, at N6044 Witte Court in Sheboygan Falls, Wisconsin, employees were exposed to a fall hazard working in a first floor area that had an exterior wall opening with bottom outside edge 12.5 feet above surface level with no form of fall protection utilized. c) On or about March 15, 2023, at N6044 Witte Court in Sheboygan Falls, Wisconsin, employees were exposed to a fall hazard walking on the first floor in an area with an unprotected floor hole 10 feet above the basement surface level with no form of fall protection utilized.
