29 CFR 1926.34(c): Means of egress was not continually maintained free of all obstructions or impediments to full instant use in the case of fire or other emergency. a) C-5 aircraft hangar at 916 Paris Street, Dover Air Force Base, DE 19902: On or about March 23, 2023, CSHO observed subcontractor's employee working on an elevated surface approximately 45 feet above the lower level without any means of egress while using a powder actuated piece of equipment to attach fasteners to the decking.

29 CFR 1926.302(e)(5): Tools (loaded or empty) were pointed at an employee: a) C-5 aircraft hangar at 916 Paris Street, Dover Air Force Base, DE 19902: On or about March 20, 2023, employee and subcontractor's employees were working under the decking installation where powder actuated tools were firing .27 caliber powder cartridges being used to install pins by firing the tool into the surface. Employees were working in the area exposing them to struck by hazards. b) C-5 aircraft hangar at 916 Paris Street, Dover Air Force Base, DE 19902: On or about March 23, 2023, employees and subcontractor's employees were working under the decking installation where powder actuated tools were firing .27 caliber powder cartridges being used to install pins by firing the tool into the surface. Employees were working in the area exposing them to struck by hazards.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system. a) C-5 aircraft hangar at 916 Paris Street, Dover Air Force Base, DE 19902: On or about August 3, 2023, CSHO observed subcontractor's employees performing trim installation work on the roof of a newly constructed hanger at an approximate height of 35 feet above the ground level. Subcontractor's employees worked on the roof of the hanger without any other type of fall protection system in place other than a warning line.
