29 CFR 1926.20(b)(2):Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On or before March 21, 2023, there were no frequent and regular inspections performed by the employer's designated competent person as an employee was operating a Bobcat Compact Skid Steer to relocate an above-ground 500-gallon Liquefied Petroleum Gas Tank to another location as a result devices such as a rated web strapping was not utilized to secure the tank to prevent movement during transit.

29 CFR 1926.21(b)(5):Employees required to handle or use flammable liquids, gases, or toxic materials shall be instructed in the safe handling and use of these materials and made aware of the specific requirements contained in Subparts D, F, and other applicable subparts of this part. On or before March 21, 2023, the employer failed to instruct employee's on the potential hazards and safe handling of Liquefied Petroleum Gas (LPG) while operating a Bobcat Compact Skid Steer to relocate an above-ground 500-gallon LPG Tank.
