29 CFR  1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing hazards):  (a) 8155 Peony Heights, Colorado Springs, CO 80927. On or about April 05, 2023 and times prior, Midwest Heritage Construction, LLC. as a controlling employer, did not ensure that subcontractor employees conducting framing  and sub-floor operations were safe from health and safety hazards by conducting effective frequent and regular safety inspections of the jobsite by a competent person, and ensuring hazards, such as but not limited to fall hazards were identified and mitigated. Sub contractor employees were exposed to fall hazard by not being tied off while performing joist and subfloor installation.
