29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 1412 Kanawha Blvd East, Charleston, WV: On April 11, 2023, employees performing roofing activities and fascia repairs were observed accessing the roof of a porch with an eave to ground height of 11 feet and 7 inches. The extension ladder being used to access the upper landing surface was extended less than 3 feet above the upper landing surface.
