29 CFR 1926.503(c)(3): The employer did not retrain affected employees who already had been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section: (a) 2201 Schoenersville Road Bethlehem PA., Overhang: On or about April 11, 2023, employees were observed doing roofing work on the flat roof portion of a two-story commercial building, however, guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system was not in place while exposed to the 18-foot fall hazard. (b) 2201 Schoenersville Road Bethlehem PA., Roof: On or about April 11, 2023, employees were observed doing roofing work on the flat roof portion of a two-story commercial building, however, guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system was not in place while exposed to the 25-foot fall hazard.
