1910.178(m)(7) Brakes were not set and/or wheel blocks were not in place to prevent movement of trucks, trailers, or railroad cars while loading and unloading:  a)17-68 River Rd. Fair Lawn, NJ: On or about April 11, 2023, employees were exposed to struck-by and crushing hazards from an unsecured cement truck that moved while discharging cement from the cement mixer. Employees operating the cement truck leave the truck with the engine running to discharge the cement from the cement mixer.   1) The employer does not require the drivers to take necessary steps to adequately secure the vehicle and keep the vehicle from moving when discharging cement. 2) The employer did not ensure the drivers were trained on how to properly secure the vehicle and read the operation manuals when discharging cement from the trucks.
