29 CFR  1926.20(b)(1):29 CFR 1926.20(b)(1): The employer did not initiate and maintain programs necessary to ensure compliance with the Occupational Safety and Health Standards.  A safety and health program with policy, hazard assessment, and site work rules was not developed and/or implemented at this job site.     A) NKN Construction - 355 Bard Ave. Staten Island NY 10310 - The employer failed to conduct hazard assessments at site, nor have a health and safety plan/program for site, job tasks to mitigate/prevent incidents from occurring which resulted in the injuries of 2 employees when a section of the brick fa�ade 23' W x 13' H collapsed and loose bricks fell almost 2 levels above lower level onto the workers.  Condition noted on 17 March 2023
