29 CFR  1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person.   a)  508 East Laurel Street, Syracuse, NY  13203 - On the scaffold.  On or about 4/7/24, workers were exposed to falls while on a pump jack scaffold elevated to 26 feet from ground without fall protection or otherwise being protected from falling to the lower level.  The scaffold was inadequate (height) for the work being performed and the scaffold material shelf was an extension ladder, not designed for this application.    Abatement documentation must be submitted for this item.

29 CFR  1926.451(g)(1):Each employee on a scaffold more than 10 feet above a lower level was not protected from falling to that lower level.  a)  508 East Laurel Street, Syracuse, NY  13203 - On the scaffold.  On or about 4/7/24, workers were exposed to falls while on a pump jack scaffold elevated to 26 feet from ground without fall protection or otherwise being protected from falling to the lower level.  Workers were installing facia and soffit to the gable end of a 2-story residential structure while standing on the material shelf of a pump jack scaffold elevated to the eaves of the building.
