29 CFR  1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   Front, left side of building: Employees working above the edge of the property line to remove the temporary guardrail system and install permanent fencing around the perimeter of the property above the retaining wall and were not protected from falling. Employees were exposed to fall hazards.

Sidewalk in front of the building: An employee used an electric Makita chipping hammer to chip concrete without any control measures implemented from Table 1-Specified Exposure Control Methods When Working With Materials Containing Crystalline Silica. Employees were exposed to respiratory hazards.
