Employees were exposed to a fall hazards.

29 CFR  1926.451(e)(1):  When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access.   On or about: May 11, 2023 Location: 3401 Hudson Ave, Union City, NJ 07087  a) Employee was accessing scaffold platform that is more than 2-feet above windowsill to perform siding work. Employee did not have safe means of access.

Employees were working on scaffold that did not have guardrails on all sides, a safe means of access, and working platforms that were not fully planked.  Employees were exposed to fall hazards.
