29 CFR  1960.8(a):The head of each agency shall furnish to each employee employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm.  Employees cutting grass were exposed to crushing hazards of tip-over while operating multiple zero-turn radius riding lawn mowers on hills with slopes greater than 15 degrees. The employer did not have any rules in place for operating the mower on sloped ground or during wet conditions.
