29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing hazards): a) Delaware Legislative Hall at 411 Legislative Avenue, Dover, DE 19901: On or about April 25, 2023, CSHO observed employees and subcontractor's employees working on site using a CUPLOCK System Scaffold to conduct exterior renovation that had not been inspected for 109 days and continually used, exposing employees to hazards which had not been identified due to a lack of frequent and regular inspections by a competent person onsite.
